Cincinnati Bengals starting tight ends Jermaine Gresham and Tyler Eifert are both active after being listed as questionable on the final injury report, but starting cornerback Terence Newman is out with an MCL sprain:

For the Chargers, wide receiver Eddie Royal will play despite missing practice all week long and being listed as questionable with the toe injury he’s battled since October.
The same goes for running back Ryan Matthews who is active after battling an ankle injury this week.
The one key Chargers player out is defensive tackle Sean Lissemore, who had become the starter after Cam Thomas was benched.
