Michael Johnson was probably the biggest surprise on this list to me. Johnson left the Bengals a few years ago to ink a massive deal with Tampa Bay, but he floundered with the Buccaneers. After ending up as a cap casualty, Johnson returned to the Bengals and was productive in a rotation role. Even still, $6.1 million is a hefty figure to pay for a rotation end, especially when there is incredible depth on the roster. Johnson will be solid this year, but likely overpaid. He will be a free agent next year.
